[Question] Bar soap with minimal drying?

Does anyone know of a bar soap whose pH is not so high (so not as drying)? I've heard soaps that leave the glycerin in, and those with added oils help, but I'm not sure of a good brand.

Also, can you use the bar soap as a shampoo? Shampoo bars and bar soaps seem to have almost identical ingredients. I have hard water, though, so it may cause build up in my hair! My hair is fine, oily on top and drier on the bottom, but a hair mask helps with the bottom.
