Can anyone point me toward some not-outdated review articles that would serve as a good introduction to healthcare quality measurement, like w/r/t ACA implementation and stuff? I need to buff up on the subject and it's somewhat out of my field of focus. I can obviously search Google Scholar (and I will, along with PubMed etc.) but sometimes actual humans are better at knowing what I need and I thought I'd ask the question here.

My buddy's mother in law is visiting from the Caribbean. She needs an expensive back surgery to remove a tumor. He has great insurance through work but she's not a citizen.
Other than fundraising (GoFundMe, etc.), how can she get financial assistance?

Very long story so trying to keep things as abridged as possible -- family member who passed away left a debt on the family due to a medical provider telling them they were Medicare approved, and turned out not to be.
No ABN was signed, and a member of the extended care facility has given a statement that they heard the medical company proclaim they were medicare approved.
At this point, can/should I take legal action? Would this be through Medicare or someone else? Medicare has declined multiple requests for reimbursement and appeals while family member was living.
