[Question- Insurance] Advice on affordable insurance for a self employed worker in Florida?

My dad is in chronic pain and does not have health insurance. He says that insurance is too expensive and hard to come by since he is self employed. He has chronic hip and knee pain and needs to see a specialist to figure out how to get rid of his pain. Right now he cannot afford that. Any advice?
